[Text of a lecture given by Mr Arthur Williams in the early 1920s, the original manuscript of which has recently been presented to the RPSL by his son, Mr John Williams, a member of the Society. Mr Arthur Williams was employed by the GPO as a King's Messenger for a number of years while reading for the Bar in London. He served in the Malayan Civil Service from 1926 to 1952 (being interned in Changi as a prisoner of war from 1942 to 1945) and ended his career in the colonial service as
