2.4 HISTORICAL DEVELOPMENT: THE 1879 UPU AGREEMENT AND THE «OPTIONAL PERIOD»
POST 1879: MORE AND MORE COUNTRIES JOIN THE AGREEMENT
Initially, only a selected group of UPU member countries participated the original agreement. Many countries,
among them the Austro-Hungarian Empire and Great Britain, joined subsequently.
Uprated Swiss domestic double card used 1881 from Zürich to Dervent(a), Bosnia Herzegovina, which at that
time was under Austrian Administration.
The reply card was used back from Nova Graska, in the Croatian section of the Austro‐Hungarian Empire and
about 51 km bee‐line distant from the initial receiver location.
This card is a very rare example of a 3‐country usage. The UPU never had any clear regulations concerning this
