1903 Stamp Shortage & Surcharges

Stocks of I 0 centavos stamps were exhausted in October 1903 and so permission was given for the
remaining stock of 30 centavos Waterlow stamps to be surcharges "diez centavos" (ten centavos).

The surcharging was done by lithography by Barros and Barcels in Santiago
