From 1874 10 centavos/15g paid the outgoing letter fee but mail via Panama was charged a further le
for every 1 Oc paid. This cover has gone via Panama but there was no 1 c extra paid for Panama transit
Taken up to Panama by the PSNCo. and then over the isthmus for dispatch via a French mailboat.
Carried via the Ligne A Panama to France paquebot and likely carried by the "St.Germain" which sailed
from Panama on July lst 1878, arriving St.Nazaire July 24th 1878.
Chile did not join the UPU until April 1 st 1881 and did not abandon the 1 c Panama transit charge until
1883.There was no bilateral treaty with France and thus this cover was treated as unpaid and a tax mark
applied plus 12 decimes charge in manuscript. This should have translated to 120 centesimi and it is not
clear why only 70 centesimi in Italian postage due stamps have been applied.
