        In  189 I the  rate  for  local  postcards  was  reduced  to  1 cent.  The ensuing shortage  of the  I  cent stamp  was
        overcome by surcharging tbe current 4 and 5 cents stamp.

        One setting ofthis provisiooal, both the  lc on 4c and lc on Sc were ö'Verprinted in early 1892 using the same forme .
