2.2 HISTORICAL DEVELOPMENT: FIRST «REPLY CARDS» AND «THE GERMAN AGREEMENT»

           1872: THE «GERMAN AGREEMENT» MANIFESTS THE 1  ST  USE ACROSS DIFFERENT POSTAL TERRITORIES
           With the introduction of double cards with paid reply in the three postal territories of the German Empire, all
           administrations concerned mutually agreed to accept reply cards originating from another region as valid if
           franked with the regular domestic postage rate. Thus the introduction of reply cards in the German Empire also
           was the birth hour of the «international reply card», since under general regulations the postage stamps of one
           German postal territory were not valid in another.
