Double Forwarded Letter. Rowe defines a forwarding agent
as "A person, or firm, who undertakes to see that goods or
correspondence of another are transported without himself acting
as the carrier." They played an important roll in areas where
postal systems were developing or difficulties were encountered
in moving the mail.
