                                        PROVISIONAL ADMINISTRATION PERIOD


           1945- SEPT.  CIVIL ADMINISTRATION RESTORED.  Letter held in Correspondence flies (RBA - NP-
           a5 -36) from JR Halligan (Secretary of the Department of External Affairs to McCracken (General
           Manager of the Note Printing Branch of the CBA) dated 7ili September 1945, stating that 'Ministerial
           approval has been given for the use by the Papua New Guinea Provisional Administration of
           Commonwealth postage stamps pending the design and production of a fresh series ... '.

           Separate stamps were considered necessary as an 'appreciable number of Territorial stamps were lost
           during the evacuation in 1942'.

           Additionally, approval was also granted to destroy all existing stocks of Papua and New Guinea stamps
           and advice sought for any information considered useful in regard to the design and production of a
           new series of stamps for the Territory of Papua New Guinea'.

           Australian stamps were permitted to be used on a provisional basis, provided that they came from the
           current definitive issue; or selected commemorative issues - 1945 Gloucester, 1946 Peace, or 1946
           Mitchell, or future issues.

                            Australian stamps remained valid for postage until 2°d March 1953.
