4.1 REGULATIONS AND PRACTICES –GENERAL UPU REGULATIONS

           UPU COLOUR SCHEME
           From the very first discussions among UPU members, there was a desire to set-up a colour scheme to harmonize
           the different colours used for stamps with their respective rate level and intended usage. By 1878 the UPU
           established an informal scheme which was adopted by several countries: printed matter – green, postcard – red,
           letter – blue. This scheme became mandatory for all members in 1897. In 1953 the UPU colour scheme was
           dropped. Still several countries continued the usage long after.
