4.1 REGULATIONS AND PRACTICES –GENERAL UPU REGULATIONS

           USE OF DOMESTIC POSTAGE RATES
           Based on mutual or unilateral agreement, it was possible, that only the domestic postage rate was applicable for a
           postcard to be sent to a foreign country. Usually this was applicable among neighbouring countries or between
           mainland and colonies.








































            Wurttemberg reply card returned from Mährisch Neustadt (Austria) in 1894. At that time, domestic postage
                               was sufficient between the German Reich and the Austrian Empire






































           Togo reply card at the domestic rate of 5 Pfennig returned in 1906 from Berlin, Germany. For mail between the
                                 German mainland and its colonies domestic postage applied.
