4.1 REGULATIONS AND PRACTICES –GENERAL UPU REGULATIONS
THE SEA SURTAX ‐MIXED DOUBLE CARDS
In case of the Congo Freestate additional reply cards where issued for domestic service as well for services below
the 300 miles distance that demanded the sea surtax. Therefore specific several specific double cards where issued
at 10 centimes for use up to Libreville (French Congo) to the north and Mossamedes (Portugiuse Angola) to the
south being at a lesser distance.
The double card below was originally issued in 1897. The inscription both shows the UPU title plus a reference
for the restricted geographical use.
