4      .2   REGULATIONS AND PRACTICES –SPECIFIC UPU REGULATIONS FOR REPLY CARDS



                     Besides the general rules and regulations, the UPU issued several rules specifically addressed towards
           SPECIFIC
                   double cards consisting of question and reply cards. The following chapter gives an overview on those
           rules and regulations directly issued by the UPU.


           ACCEPTED FRANKINGS
           One of the first and most basic rules was the matter of acceptable franking: UPU admitted both adhesive stamps
           as well as imprinted stamps. This simple fact is still not common knowledge among philatelists, who often
           consider reply cards as solely being postal stationery.
