4.2 REGULATIONS AND PRACTICES –SPECIFIC UPU REGULATIONS FOR REPLY CARDS
RETURN OF SINGLE REPLY CARDS ONLY
Many philatelists believe that an unsevered double cards used both ways is the pivot of collecting reply cards.
However such a usage was against UPU regulations: the question part had to be detached before mailing the reply
part. Even though unsevered double cards used both ways are very seldom because the sender used to keep the
question card as his part of an correspondence, the return mailing of double cards was commonly accepted and
did not lead to complaints in most cases.
German international rate reply card sent back with an unsevered question card still attached.
Since the card was returned with the question part still attached, the card received a hand stamp at Margate
post office (UK no. 506) «contrary to regulations» and a tax marking. The card was delivered to Germany
where the tax marking was cancelled and no postage due was collected
