4.2 REGULATIONS AND PRACTICES –SPECIFIC UPU REGULATIONS FOR REPLY CARDS

ACCEPTANCE OF INITIAL DOUBLE CARD ONLY IFBOTH DIRECTIONSARE FULLY FRANKED
According UPU regulations, double cards with only a partial franking of the reply card had to be rejected. Still, it
was frequent, that this rule slipped the attention of postal clerks. As a result, a range of correct and incorrect
mailings of the reply card were possible.
The following cards illustrated this issue using variations of the 5 Pfennig Germania domestic reply card.
