COMPLETENESS OF «FOREIGN» FRANKING
UPU regulations required that the return postage had to be paid in full by stamps of the originating country of
the question card. If a reply card was insufficiently and only partially franked for the return, it was against
regulations to accept the double card for initial mailing. Still, if this was not discovered by postal clerks, the
franking of the reply card had to be considered «zero» and the card required full franking at the international
postcard rate of the mailing country of the reply card.
Danish domestic reply card from 1919 at 15 Öre,
which was insufficient prepayment for the reply usage.
Re‐franked at the full foreign postcard rate at 12 Kopeks in adhesive stamps of Transcaucasia and returned
from Tilflis in 1923
