4.1 REGULATIONS AND PRACTICES –GENERAL UPU REGULATIONS
THE SEA SURTAX ‐MIXED DOUBLE CARDS
As most European countries had dropped the sea surtax, this resulted in a certain imbalance. One solution was
used by the Congo Freestate, which in 1892 issued a double card for international use with two different values.
In this case the question part has a 15 centimes incipium covering the UPU charge plus the sea surtax; while the
reply card only has 10 centimes incipium, relating to the fast that most countries, from which the reply card
would be returned had abandoned the sea surtax. This practise of the Congo Freestate was dropped by 1897,
when a new card was issued – shown on the page before.
