4.2 REGULATIONS AND PRACTICES –SPECIFIC UPU REGULATIONS FOR REPLY CARDS
ADDITIONAL FRANKING FOR SPECIAL MAIL SERVICES
According UPU regulations, the prepaid postage could only cover the simple international postcard rate including
– if applicable – the sea surtax. Any other supplementary services had to be paid by stamps from country where
the reply card was posted. This simple rule resulted in mixed country franking for all reply cards with additional
dispatch services – always a feast of eyes for any philatelist.
Above: German reply card prepaid for express delivery and airmail, both not accepted by Swedish post
authorities. The extra franking was voided and the card sent by regular mail.
Below: East German reply card prepaid for registration at the East German rate of 60 Pfennigs,
not accepted by Saarland authorities and supplemented with Saarland stamps to cover the registration fee of
35 Francs
