4.2 REGULATIONS AND PRACTICES –SPECIFIC UPU REGULATIONS FOR REPLY CARDS

           ADDITIONAL FRANKING FOR SPECIAL DISPATCH SERVICES: NON‐UPU FORMS OF DELIVERY
           Registration, express and airmail services were the only dispatch services regulated by the UPU. Still, under
           certain circumstances other dispatch services were possible.




































           As an unicum there were three different postal administrations within the territory of the German Empire. This
           reply card was returned to Bavaria from the area of the German Reichspost with an extra franking to cover the
                                      «Cash on delivery» (German: Nachnahme) fee ©.








































              Another special case was the relationship of the two German states during the Cold War period and the
              divided city of Berlin. Berlin introduced a pneumatic mail (German: Rohrpost) system in 1865 extending
              throughout the whole city. After the Berlin blockade, the system was divided in East and West. This East
              German card was returned 1961 to the city’s eastern part with the pneumatic mail surcharge paid by one
                   Berlin and one West German adhesive stamp. To some extent philatelic, but still quite unique.
