4.3 REGULATIONS AND PRACTICES –COMMON NON-UPU REGULATED PRACTICES

           CANCELLATION AT DESTINATION
Since it was common not to cancel the foreign stamps in the country of mailing, cancellation in the country of
final destination was a widespread practise.

Chinese reply card correctly franked with a 15 Sen incipium and a 15 Sen adhesive stamp. The card was mailed
back Haifa, Palestine, in 1940 and received a postmark not cancelling the stamps. Upon receipt in Shanghai it
received a mute cancellation at destination. Since the card was mailed to a general delivery address, an extra 5
Sen stamp was affixed to pay the general delivery fee.

Belgian reply card returned in 1939 from German occupied Poland. The Cracow cancellation was placed next
to the incipium and just touches it. In Belgium the incipium was cancelled using a typical Belgian marking used
                                              for cancellations at destination.
