4    .4   One of the core rules of UPU was, that all rules and regulations for prepaid reply cards only applied
                     REGULATIONS AND PRACTICES –PARTICIPATING COUNTRIES



                   to member countries.

           NON UPU MEMBERS
           In the beginning, UPU membership was limited to a comprehensible set of countries. Until the early 1900s
           virtually all countries of the world became direct members or were represented via other regular members. Such
           indirect membership applied to the German states of Bavaria and Württemberg, but also to states like Monaco,
           which was represented by France and did not become a member of its own until 1956. A very special case was the
           People’s Republic of China. The Chinese Empire first was listed as member in the 1902 UPU convention. Later
           the Republic of China became official UPU member (again) in 1914. After the founding of the People’s
           Republic in 1949,b the Republic of China (Chinese Taipei) was considered the sole representative of China until
           1971 when the PRC was acknowledged as sole representative, which included UPU membership.
