4.3 REGULATIONS AND PRACTICES –COMMON NON-UPU REGULATED PRACTICES

           USE‐UP OF DOUBLE CARD SUPPLY FOR SINGLE USAGE
           As double cards often only saw limited usage, many postal offices had to deal with a surplus of unsold double
           cards. As one measure of consumption, these cards were severed and received markings indicating that they were
           valid for single usage and overprints blackening «Réponse» markings.






































            Reply card from Belgium Congo with a marking «Matadi: Carte Incomplete» (Matadi: incomplete card), with
             Matadi being the issuing post office. This way of handling is typical for Belgian Congo and can be seen much
                                   more frequently than the usage of the original reply card.
