4     .1   REGULATIONS AND PRACTICES –GENERAL UPU REGULATIONS



                     Many general UPU regulations address international mail in general or the use of postcards
                   specifically. These rules also all applied to double cards with prepaid reply parts. The most important
           regulations are introduced.

           UPU IDENTIFICATION
           In 1878 it was made it mandatory, that all postcards in international mail had to show the inscription «Union
           Postale Universelle» in French language. This rule only applied to postcards since postcards were a new and
           therefor not well known product in international mail. The rule was dropped later.

                 Reply card issued 1905 in the French colony of Tunisia. The card does not show the required UPU
            identification. This lack of identification is typical for all cards issued by the French but also occurred in other
                                                        countries.
