Ferry routes to Tallinn in Estonia have existed since the end of the 19th Century.
However, as both Estonia and Finland were part of the Russian Empire until 1918
maritime mail carried between Tallinn and Helsinki was regarded as internal mail and
no distinctive maritime mail postmarks were applied to the mail posted on the ferries.
The first recorded paquebot mark was brought into use in Tallinn in 1923.
