In 1847 the American Quaker Elihu Burritt, (1810-79), began an unremitting campaign to lower the
basic Paid to Destination transatlantic rate from ls (24c) to 3d inclusive of a 'ld Ocean Postage'. Six
types of Ocean Penny Postage pictorial envelopes were used until the international 2Yid G/UPU rate
was realised in 1875. This VALENTINE Type 1 State Sa to Paris - the only UPU example so far
recorded - bears an SG 142 1880 QV 2Yid blue PI 19. A late use addressed to Arthur Maury RDP
(1844-1907): distinguished philatelist; dealer, author, journalist and magazine editor.
