1900 Surcharges
In the latter part of 1900 there was a shortage of 5 centavos postage stamps due to mismanagement by the
treasury officials. However there were 1.5 million 30 centavos rouletted stamps still in stock:

Permission was given to surcharge the stamps on Dec.26th 1900. The surcharging was done by lithography by
Gustave Schaffer of Santiago. Essays were made showing a small 5 surrounded by shading but they were not
approved. The whole stock was overprinted with a large 5.
