1886: The '3 CENTS' and '5 CENTS provisionals'

postal need for a 3 cent stamp, although there might have been a need for this value for fiscal use as the 3 cent
value fiscally used is fairly common. Both the 1884 (perf. 12) and 1886 (perf 14) printings of the 4 and 8
cents sta.wnps were surcharged. Used copies of thc formcr aa--e searce.

Major Varieties
Small serif'3' : Gibbons Occurs states on positi.ons 3/1, 3/4 and 3n. but the Handbook on 3/4 only. Known on both
perforations, but perf. 12 is exceptionally scarce and priced used only, pmf. 14 less scarce, but priced unused only.
