1886: The '3 CENTS' and '5 CENTS provisionals'

         There were no stamps of thi~ va1ue, hnt A1th(\ug_h  5 c:.ents  ~..s the printed pt-..per rate to the UK there \\'as no
         postal need for a 3 cent stamp, although there might have been a need for this value for fiscal use as the 3 cent
         value fiscally used is fairly common.  Both the  1884 (perf.  12) and 1886 (perf 14) printings of the 4 and 8
         cents sta.wnps were surcharged. Used copies of thc formcr aa--e searce.

         perforations, but perf. 12 is exceptionally scarce and priced used only,  pmf.  14 less scarce, but priced unused only.
