5.2 ERRORS, MISUNDERSTANDINGS AND MISUSES –BYPOSTAL AGENCIES
ERRORS ON POSTAL STATIONARY PRINTED ON PRIVATE ORDER
For printing postal stationary on private order, all existing rules had to be followed. Still. A few examples exist,
where postal agencies produced cards not according the rules
Bavarian reply card for local use at 2 Pfennigen and an official Austrian incipia imprint at 3 Heller to make up
the overall postage of 5 Pfennig/Heller between Bavaria and Austria. The imprint of the Austrian incipia was on
private order but throug the Goverment printers. The card is clearly againg the UPU regulations and a philatelic
gimmick.
German reply card printed on private order for the congress of the US German Philatelic Society. The card
violates two rules: (1) reply cards had to be printed as double cards, but this one was printed a single. (2) the
airmail surcharge for the reply part could not be prepaid.
