5.2 ERRORS, MISUNDERSTANDINGS AND MISUSES –BYPOSTAL AGENCIES

OFFICIALLY RECORDED LACK OF KNOWLEDGE

UK reply card used for philatelic purposes to obtain the datestamp of the Christiansted, US Virgin Islands, post
office. The postmaster replied in a letter, that the use of foreign stamps is not allowed in the USA. Obviously he
is not aware of UPU reply card rules. The letter is attached to the card with a paper clip – again against all
rules, and received a tax marking, again erroneous. Maybe it is not possible to officially record a greater lack of
knowledge.
