6. THE SEARCH FOR ALTERNATIVES TO THE DOUBLE CARD WITH PREPAID REPLY

THE 1906 ROME UPU CONGRESS –THE SEARCH FOR ALTERNATIVES
The search for alternatives reached its climax at the 1906 UPU congress in Rome, there the issue was discussed
extensively. Several nations proposed different designs and passed around essays for a reply envelope to be used
twice (Sweden), envelopes nested into each other (Switzerland and Belgium), a rather confusing folded letter sheet
solution – almost origami like – by Switzerland again, and different designs of letter cards (France and Russia).

           THE SWEDISH REPLY ENVELOPE ESSAY
Sweden proposed a single envelope solution with one side the question side and the other aimed to be used for
reply. To allow the dual usage, the envelope had two flaps in slightly varying sizes to be folded one way or the
           other.
