THE 1906 ROME UPU CONGRESS –THE SEARCH FOR ALTERNATIVES
Besides Sweden, two other delegations proposed a reply letter design. Contrary to the US essays from 1880 and
the Swedish essay, both proposed an approach consisting of two envelopes, where the reply envelope – slightly
smaller than the question envelope – was inserted in the question envelope as an inlay. In both designs, the
question envelope had a hole, which allowed the originating post office to apply a postmark to the reply envelope
as proof of mailing in the question envelope.
THE BELGIAN «TWO ENVELOPE REPLY LETTER» ESSAY
This design was presented by the «Fédération des associations commerciales et industrielles de Belgique» - the
Belgium trade and industry association.
