The Local Government (England and Wales) Bill was introduced into the House of Commons on Monday 19
March 1888 by the President of the Local Government Board, Charles Ritchie.
= This important legislation aroused much interest, and according~ this letter from the Local Government Board dated
two days previously, with which was enclosed an Admittance TicKet to the Strangers' Gallery for the 19 March signed
by C Ritchie, states 'I must mention that the House meets at 3 o'clock, & it is expected that there will be a great rush
for seats onMonday. ' ·
