                                   Letter carried to  Consul U.S.A.  at Cowes  on the Isle
                                   of Wight.  Packet made stop at Portsmouth where the
                                   letter was put on the Packet. The stop at Portsmouth by
                                   the packets provided mail getting to London earlier on
                                   the in bound voyage and letters posted after the packet
                                   left London to be put on board in Portsmouth.  Thus
                                   providing improved postal service.
