2.7 HISTORICAL DEVELOPMENT: THE END OF AN ERA 1971

           THE FINAL YEARS: THE AIRMAIL PROBLEM AND ABOLISHMENT
           Since 1891 UPU did not change any regulations concerning reply cards except allowing airmial to be paid via
           supplementary franking. By the end of the 1960 the «airmail surcharge» became an issue. The discussion was, it
           or if not this should be included since practically all postcards send internationally were send using airmail. The
           member states did not come to a resolution concerning this issue, resulting in a great lack of comfort in the use
           of international prepaid reply cards.

                                                      airmail surchage.












































              Austrian reply card returned from India in 1972. The Indian postage covers both, postcard rate and airmail surcharge.
                This is especially common with postcards since most customers just new the overall rate but not its composition.
