5.1 ERRORS, MISUNDERSTANDINGS AND MISUSES –BYTHE POSTAL CUSTOMER

           INADMISSIBLE PRE‐FRANKING FOR SPECIAL SERVICES
UPU regulations required the postage for additional mailing services to be franked by stamps of the sending
country of the reply card. Still, it occasionally occurred that the initial customer, who mailed the double card,
tried to prepay such extra services and the prepayment was accepted by postal clerks.

German reply postcard at the correct rate of 5 Pfennig which applied to postcard between Germany and
Poland with an additional German 20 Pfennig stamp to cover registration fee. The stamp shows a perfin «J.B.»
marking J. Bernhardi, the receiver of the reply card. The card was returned from Poland in 1916 – at this time
occupied by German Forces – without problems

Austrian reply postcard correctly uprated to meet the international post card fee and incorrectly uprated to
cover the charge for express delivery. The card was returned back from Sweden without any objections
